What tools are available to monitor network traffic on a linux box?

Sometimes when i leave the mobile phone close to the TV, the TV seems to detect some signal from the mobile phone. What is happening?

Is the mobile phone sending some packets to the basestation or the other way around? What are these packets and why is this communication important?

How do I connect to unprotected wifi in my apts? Ip timeout?

I have found a 60% wifi signal within my apt that is not protected according to my ps3. But when I try to connect to it, after a few minutes it tells me that the attempt to find the ip address timed out. Is there any way I can find out what the ip address is? I want their wifi!!! Please Help!
